Politics, Governance, and Democracy; Change and Persistence in Forms and Logic of Informal Mediation in Punjab

 

This study by using political-societal interactive governance framework intends to study the change and persistence in logic and forms of mediation in Punjab. Modern state in south Asia used a combination of indirect rule and varieties of governing mechanisms. In case of Punjab using land grant and revenue collection policies a mediatory function was created. This function was then performed by notable landowners in respective villages. This function of mediation has not only maintained itself but reproduce it in numerous forms even today. Logic of mediation binds the citizen with state and political system. How it works in middle class dominated district of Sialkot is the main objective of this study. We argue that empirically studying these informal networks that mediate between state and society will help us in understanding the logic of politics and governance in increasingly dynamic, complex and diverse society in Punjab.
