Presentation

 

A CNRS Senior Research Fellow (Emeritus), Jean-Luc Racine is also a senior scholar at the Asia Centre think tank in Paris. At the Fondation Maison des Sciences de l’Homme, where he was Director of science policy, from 2009 to 2013, he headed the Indo-French programme for cooperation in social sciences from 1992 to 2001, and the Programme International d’Études Avancées (International Programme for Advanced Studies, jointly administered with Columbia University, from 2001 to 2010. From 2004 to 2008 he set up and directed the cell responsible for promoting the network of French research institutes abroad for the Ministry of Foreign Affairs. From 2008 to 2010, he was a member of the scientific steering committee of the new Institute for Advanced Study in Paris. From 2013 to 2016 he presided over the science board of the BULAC (Bibliothèque Universitaire des Langues et Civilisations—University Languages and Civilizations Library). He is a member of the science board of the CSFRS (Conseil Supérieur de la Formation et de la Recherche Stratégiques—High Council on Strategic Education and Research), as well as of Indian, Pakistani and European reasearch authorities.

He works on the internal dynamics of change in contemporary India, on the ways emerging India redefines her position on the Asian and global chessboards, as well as on the geopolitics of South Asia, especially with regard to its sensitive issues: the strategic paradigm of Pakistan, Indo-Pakistani relations and Indian foreign policy, Kashmir, Afghanistan, Chinese South-Asian policy. As part of the International Panel for ExitingViolence, funded by the FMSH and Carnegie, he is a member of the work group entitled "Indépendantisme, séparatisme, irrédentisme  et construction de l’Etat." His latest assignments (2014-2017) have taken him to India, Pakistan, Afghanistan, Iraki Kurdistan and the Indian Ocean. In 2017 he was Visiting Professor at the Indian Institute of Advanced Studies in Shimla (India).

He is a regular participant in print and audio-visual media discussions in France and abroad (France Culture, Radio France Internationale, France 24 in particular), among strategy analysis communities, and in international study institutions.

He is a member of the science board for the French journal Questions Internationales as well as of the editorial board of the anglo-American journal The India Review and that of the online journal Samaj. From 2013 to 2016, he edited the “Asia Yearbook” (Annuaire Asie) published by La Documentation française.

He is a member of the scientific board of the CSFRS (Conseil Supérieur de la Formation et de la Recherche Stratégiques—High Council on Strategic Education and Research). Furthermore, he presides over the scientific board of the BULAC (Bibliothèque Universitaire des Langues et Civilisations—University Languages and Civilizations Library).
